I am a good friend of Ms. An.'s (initialed) youngest daughter, but that is not the reason I have for writing to you.
The reason that I have for writing to you is about your son J. P. who works for the City of Portland, Maine.
First: I would like to apologize for any inconvenience that this letter may find you or your family. I apologize.
However, a little about me: my name is J. S. I live in Portland, ME 04103. My telephone # is 207-***–****. You may call me anytime day or night and leave a message, if I do not answer the phone. Thank you.
Recently (and over the course of several years): I have had numerous "run-ins" with the City of Portland Parking Division and the Treasury Department within Portland, ME City Hall when trying to pay parking tickets.
I understand that a one "J. P." is your son and is employed by the City of Portland as a "division head" to the Parking Dept. at City Hall in Portland, ME. (If I am mistaken: please disregard and discard this letter. Thank you in advance).
Now: I collect Social Security Disability Insurance for a disease that I contracted in 1993 and have been collecting SSDI since 1996. (I am very lucky to have a place to live and a vehicle provided by my parents (with my share of paid stipend rent), as I have been homeless for the better part of three years between 1993 and 1996 in another part of the USA before I moved to Portland, ME in November 1999).
Today (Friday; February 3, 2012 @ 1PM): I tried to "clear up" some unfinished business at the Portland, ME City Hall regarding parking tickets that I have received (one ticket in 2012 and one ticket in 2011; two tickets in total; as I was led to believe).
On Thursday; February 2, 2012 @ 9:05AM: I paid a $10.00 note to a Representative while in the Office of the Treasury Department @ the Portland, ME City Hall; intending to pay $7.50 towards a "$15.00 overnight violation ticket," (ticket received outside of "my home" in Portland, ME on February 2, 2012 @ 5:56AM).
And, I also intended to pay $2.50 on Feb. 2, 2012 @ 9:05AM towards a parking ticket that I received in 2011 in PTLD, ME at the same location for the same violation and subsequently was informed of the 2011 parking ticket by receipt on Feb. 2, 2012 @ 9:05AM while I was in the Portland, Maine City Hall Treasury Department Office paying the Feb. 2, 2012 @ 5:56AM ticket received on my windshield.
On Friday; February 3, 2012 @ 1PM: I revisited the Treasury Department inside the Portland, ME City Hall and paid a second $10.00 note towards the $30.00 in (2) "overnight violations" from 2011 & 2012; (ticket(s) the which I had accrued in PTLD, ME, and, of which, I was informed of the 2011 ticket by receipt on February 2, 2012 @ 9:05AM, while I was in the Portland, Maine City Hall Treasury Department Office).
The Portland, ME City Hall Treasury Department Representative who served me on February 3, 2012 @ 1PM told me before printing a receipt (by way of my asking the Rep.) that she had posted to the "computer account" the amount of $5.00 (each half of the $10.00 note "handed over" by myself on Feb. 3, 2012 @ 1PM to the Rep.) to each parking ticket of the (2) two "overnight parking ticket violations" that I had accrued: one ticket in 2011 and one ticket on February 2, 2012 @ 5:56AM, as shown by receipt received on February 2, 2012 @ 9:05AM, while I was in the Portland, ME City Hall Treasury Department Office.
Subsequently, I asked the representative with whom I spoke @ 1PM on February 3, 2012: "how many outstanding tickets do I have now, please?"
The Representative replied that I had "(2) $15.00 'outstanding parking tickets totaling $30.00,' with $5.00 paid on each ticket." (I assumed by the receipt that I had received from the Representative at the named dept. on February 2, 2012 @ 9:05AM that one ticket was from 2011 and one ticket was from 2012: both tickets for "overnight violations" on "XYZ Ave.," where I currently live in PTLD, ME and have lived in the same apartment for eleven years).
I asked the Representative on Feb. 3, 2012 @ 1PM to "please check" the ticket\receipt paid by myself @ City Hall @ 9:05AM on February 2, 2012.
The Representative in the City of Portland, ME Treasury Department on February 3, 2012 @ 1PM subsequently checked the receipt I had received from a different Representative at the same-named-department on February 2, 2012 @ 9:05AM (the which I had handed to the Rep. on Feb. 3, 2012 @ 1PM, along with a $10.00 note): "handing over" the same receipt that I had received on February 2, 2012 @ 9:05AM from the first clerk with whom I had interacted in the City of Portland, ME Treasury Department Office during the year of 2012; and indeed, the receipt showed a $10.00 payment on the "February 2, 2012 @ 5:56AM 'overnight violation parking ticket,'" with 1/3 of $30.00 left due to the City of Portland for parking tickets accrued by myself after paying $20.00 total; $10.00 paid on February 2, 2012 @ 9:05AM and $10.00 paid on February 3, 2012 @ 1PM, while I was in the Office of the City of Portland, ME Treasury Department at City Hall on Congress St. in Portland, Maine.
The Representative @ 1PM on Feb. 3, 2012 discovered that indeed: I had paid a $10.00 note on February 2, 2012 @ 9:05AM; and, initially (as first order in line), I had handed "the second Rep." on Feb. 3, 2012 @ 1PM a $10.00 note with the receipt that I had received from Feb. 2, 2012 @ 9:05AM while I was in the Portland, ME City Hall Treasury Department on February 3, 2012 @ 1PM... the $10.00 note handed over on Feb. 3 to be accounted towards my Portland, ME parking tickets; one ticket from 2011 and one ticket from February 2, 2012 @ 5:56AM, both tickets supposedly received outside of my home in Portland, ME for (2) 'overnight violations.'
I asked the Rep. @ 1PM on February 3, 2012 to "please" rectify the accounting so that (1 – one) $15.00 ticket (my 2012 ticket shows as paid) and the other $15.00 ticket from 2011 (also for an overnight parking violation, assumedly) shows as $5.00 paid on it, with "$10.00 due towards the 2011 overnight parking violation ticket" (a $15.00 parking violation; supposedly received on my windshield in 2011 outside of my "home" in Portland, ME).
Assumedly (by explanation): my "2012 overnight violation ticket" should show in the register as $15.00 paid (with $10.00 due on the 2011 $15.00 ticket).
As a result: the February 2, 2012 $15.00 ticket @ 5:56AM should show as "paid in full" as of 1PM on February 3, 2012, with (1 – one) 2011 "outstanding ticket" of $10.00 left due to the City of Portland by myself.
The clerk on February 3, 2012 @ 1PM said that she would mail a "receipt" showing "just that" to my address, PTLD, ME 04102.
I also had to ask the clerk on duty for something in writing before I left Portland, ME City Hall @ 1PM on February 3, 2012 showing a total of $20.00 paid: $15.00 "paid in full" on (1) ticket from February 2, 2012 @ 5:56AM; and $5.00 paid with $10.00 due on the ticket from 2011).
Then, at approximately 2:30PM EST: I telephoned the Treasury Department at City Hall in Portland, ME and asked a "Representative" over the phone: "how many outstanding tickets does my 'Maine Plate' have and what is owed, please?"
The Rep. over the phone at the City of Portland, ME Treasury Department said that I had (2) "outstanding tickets" and also said that I had "a parking ticket from 2007," assumedly for an 'overnight violation' @ "my address, PTLD, ME:" in addition to the "overnight violation ticket" from 2011 (although the Rep. in the Treasury Dept. over the phone to me did not seem sure where my vehicle was parked when the 2007 ticket was assumedly received on my windshield, when I pressed her on the question).
The Rep. on the phone @ the Treasury Department of Portland, ME City Hall then transferred me to the Parking Office @ Portland City Hall and I asked the Rep. who answered the phone at the Parking Office the same question, which was basically: "how many outstanding parking tickets does my 'Maine State Plate' have against it, please?"
The Rep. in the Portland, ME Parking Office said that I had a ticket for "a violation from 2007," as well as saying "what" the Rep. over the phone to me said in the Treasury Department just moments before I spoke to the Rep. in the Parking Office at the PTLD, ME City Hall on February 3, 2012 @ 2:30PM EST over the phone.
I subsequently said that I would be in "next week" to pay the $10.00 fine for the 2007 "overnight violation" (overnight violation ticket(s) having increased in PTLD, ME from $10.00-TO-$15.00 since 2007).

My query is I feel that something is amiss either in management @ Portland, ME City Hall or that training is inadequate. (I was also accused -over the phone at 2:30PM- by the representative in the "Treasury Department" @ Portland, ME City Hall of trying to "work miracles.")
I replied that I am not trying to "work miracles," but that I am "asking for accounting" on the (2) two $10.00 notes paid to the City of Portland, ME Treasury Dept. as of Feb. 3, 2012 @ 1PM for my parking ticket(s) in PTLD, ME: $7.50 'paid by myself toward' the parking ticket that I received Feb. 2, 2012 (the $7.50's paid on Feb. 2 @ 9:05AM & Feb. 3 @ 1PM in the Portland, ME City Hall Treasury Dept. Office);
... and, in the latter ('see above sentence'), I paid $2.50 on Feb. 2 @ 9:05AM towards the parking ticket that I supposedly received during 2011.
To reiterate: I paid $7.50 & $7.50 of a $15.00 total towards my "February 2, 2012 @ 5:56AM parking ticket" while in the PTLD, ME City Hall Treasury Department during two days last week.
I also paid $2.50 & $2.50 towards my 2011 parking ticket during two days last week.
I paid towards two tickets on two different days last week with two $10.00 notes: (1) $10.00 note 'handed over' on each day.
In addition: my license plate account should read that I paid $15.00 total (in full) on my "February 2, 2012 @ 5:56AM parking ticket"... (paid out of two $10.00 notes "handed over" to two different reps. on two consecutive days of a business week @ the Portland, ME Treasury Deportment during 2012, while I was in that Office on two different consecutive days with two different $10.00 notes).
My Parking Ticket Account in PTLD, ME should read as of February 3, 2012 @ 1PM:
$7.50 paid Feb. 2, 2012 @ 9:05AM on Feb. 2, 2012 @ 5:56AM parking ticket
$2.50 paid Feb. 2, 2012 @ 9:05AM on 2011 parking ticket
$2.50 paid Feb. 3, 2012 @ 1:00PM on 2011 parking ticket
$7.50 paid Feb. 3, 2012 @ 1:00PM on Feb. 2, 2012 @ 5:56AM parking ticket

= $20.00 tendered; $10.00 left due on (1) 2011 'overnight violation parking ticket' that I had accrued.
$30.00 will be paid altogether ($10.00 towards a 2007 "overnight violation parking ticket" paid by the end of the week starting Feb. 6, 2012; with $10.00 remaining due on the account to the City of Portland by myself on (1) ticket from 2011).
The reasoning that I have for this accounting is that with (3) tickets or (2) outstanding tickets: I could be "booted," but with (1) outstanding ticket... I have a chance of not "getting booted."

In conclusion, Mr. J. B.,: I would fully appreciate any concern that I may have raised regarding your son's duties in his employment at the Portland, ME City Hall (if the "J. P." of the Portland, ME City Hall is your son) be addressed.
I would also appreciate the "arrangement of a time" for me to meet J. P. at City Hall, Portland, ME: if that is possible and schedules allow for it.

I do not fault City Parking Department(s) for 'one minute' anywhere.
ReplyDeleteI lived in Atlanta, GA with my first truck; then I took the first truck I 'used like my own' to San Fran., where I lived for a year and one half... parking.
Then, it was small towns for awhile intermixed with one or two trips to NYC, Chicago and L|A where I had family members living at the time.
After small towns: it was the City of Seattle for me for one year.
(I am not sure and you might have to check my Seattle record|plate that I put on the 'same truck' I used in San Fran/Atlanta/etc. at the time I was living in Seattle, but I don't think that I received |(1)|one parking ticket| while I was living in Seattle for one year between May 29, 1996 - June | July 1997).
I lived out of a Red Toyo 2-Wheel Drive Truck with Cap for the better part of three years in and around: San Fran. and CA; WA; and, once near Lincoln, Oregon, sleeping in it 'criss-crossing' the USA seven times total.
I retired the 'same truck' that I first used in Atlanta, GA and with which I 'criss-crossed' the USA (w/|1|2| trips to windsurf in Canada) driving it to its 'last-destination(s):' namely the West End in PTLD, ME. (It had +/-141,000 mi. on it when somebody took it).
FYI:
I feel that there are some things some people(s) need to work towards for themselves. So, thank you and thank the Parking Dept. for me in PTLD, ME for being 'minute men.' (Without City Parking Dept.(s): 'all hell will break loose.')
(I will be in the Treasury Dept. Office sometime this next week to pay a $10.00 fine on a parking ticket that I received by the Portland Parking Department in 2007: according to both the reps. with whom I spoke over the phone in the Treasury Dept. and in the Parking Office @ 2:30PM EST on Friday, February 3, 2012; and, 'both reps.' with whom I spoke seemed unsure as to the environs/infraction(s)\reasonings given for the 2007 ticket(s) that both reps. @ City Hall said over the phone to me (upon my dialing City Hall) -a ticket that I received in 2007?- when I asked them: "where was the truck parked for the 2007 ticket and what was the offense?").
